The Personal Scope Article generally describes the people to whom the agreement may apply.

The Personal Scope Article does not by itself give any entitlement. It simply allows people to be considered for payment under the terms of the agreement.

As a general rule, bilateral social security agreements signed by Australia are able to be used by people who have a connection to both parties to that agreement. Dependants, a person's partner, and widows may also be covered.
