Portugal's social security system

The Portuguese social security system is based on 2 main schemes:

  • a contributory social insurance scheme which depends on social insurance contributions. This scheme started in 1935 and comprises the General Insurance Scheme, a number of Special Schemes and the Voluntary Social Insurance Scheme, and
  • a non-contributory welfare assistance scheme which depends on a means test.
