3.2.9.210 Suitable Activity - Principal Carer

Overview

Job seekers classified under SSAct section 5 as a principal carer (1.1.P.412) of a child are taken to satisfy their mutual obligation requirements by satisfying the terms of their Job Plan, including participation in suitable activities (1.1.J.25).

A principal carer will meet their mutual obligation requirements if they are connected to an employment services provider, looking for suitable paid work when the work is of at least 30 hours per fortnight, and participating in any other approved suitable activities as specified in their Job Plan.

Principal carers who are also early school leavers must comply with the early school leaver policy, and the activities included in their Job Plans must reflect their requirements.

Principal carers under 55 years of age who are undertaking voluntary work by itself or in combination with other suitable activities to meet their mutual obligation requirements must remain connected to an employment services provider. However, providers must not require the principal carer to undertake other additional activities.

Where a principal carer is aged 55 years and over they can satisfy their requirements through undertaking voluntary work as outlined in 3.2.9.130.

Job search

A principal carer NSA or YA (other) recipient may meet their mutual obligation requirements through connection with an employment services provider and by undertaking job search along with participation in other suitable activities included in their Job Plan.

Principal carers receiving NSA and YA (other) who are fully meeting requirements by participating in 30 hours per fortnight of any combination of paid work, study or voluntary work or participating in the Green Army Programme for at least 30 hours per fortnight are not required to undertake additional job search.

Paid work

Principal carers can choose to fully meet their mutual obligation requirements through suitable paid work of at least 30 hours per fortnight. Refer to 3.5.1.200.

Study for NSA, YA & SpB recipients

Principal carers receiving NSA, YA (job seeker) and SpB who choose to fully meet their mutual obligation requirements through study need to comply with approved part-time education and training requirements. Refer to 3.2.9.100.

Combination of part-time study & part-time paid work

A principal carer can choose to fully satisfy their mutual obligation requirements by undertaking any combination of part-time paid work and approved part-time study, as long as the total time spent on both activities meets the required 30 hours per fortnight.

Principal carers who are fully meeting their mutual obligation requirements through paid work, study or a combination of paid work and study for a total of at least 30 hours per fortnight cannot be required to simultaneously undertake any job search, accept any offers of suitable paid work, or meet any other additional requirements, and are not required to remain connected to their employment services provider.

Example: John is a principal carer on NSA and he works part-time in a video store for 8 hours per week. In order to satisfy his mutual obligation requirements, without also undertaking job search, he must participate in suitable activities outlined in his Job Plan for at least 30 hours per fortnight. John decides he might undertake an approved short course of 24 weeks in retail management, to further his future employment opportunities. After confirming the course is approved, John's provider enters it as a compulsory item in his Job Plan. As his course requires 8 hours of study per week, including contact and non-contact hours, John is fully meeting his requirements of 30 hours per fortnight and may choose to exit from his employment services provider if he wishes.

Annual activity requirement

Principal carer parents in jobactive or the CDP may choose to undertake WFD or other suitable activities to meet their annual activity requirement. Refer to 3.2.10 for more information on suitable activities to meet the annual activity requirement.

Principal carer parents fully meeting their requirements through 30 hours per fortnight of paid work or approved study do not have an annual activity requirement.

Voluntary work

In some circumstances principal carers can satisfy their mutual obligation requirements by undertaking voluntary work, either by itself or in combination with approved study and/or paid work, for a combined total of at least 30 hours per fortnight. Refer to 3.2.9.130 for more information on principal carers and voluntary work, including examples of appropriate voluntary work.

Green Army Programme or NEIS

If a principal carer parent is participating in the Green Army Programme for NEIS for at least 30 hours per fortnight they will be taken to satisfy their mutual obligation requirements.
