1.1.S.270 Specially disadvantaged with respect to education or employment (YA, DSP)

Definition

For the purposes of independent status YA and DSP, specially disadvantaged with respect to EDUCATION refers to a person who has NOT completed year 12 or equivalent.

Specially disadvantaged with respect to EMPLOYMENT refers to a person whose personal circumstances and labour market skills are such that they will have difficulty in finding a job.

Example: A person who is classified as 'at high risk' on the JSCI is considered to be specially disadvantaged with respect to employment.
