General principles

The Agreement with Austria is a shared responsibility Agreement and helps people to qualify for benefits they might not be able to get otherwise and conforms to the principles of shared responsibility agreements by:

allowing people to lodge benefit claims overseas,
allowing people to totalise to meet minimum qualifications,
allowing agreement benefits to be paid overseas,
offering income test concessions,
arranging for proportional benefit rates to be paid, and
arranging administrative cooperation between Australia and Austria.
