Cape York Welfare Reform jurisdiction

The Family Responsibilities Commission (FRC) has responsibility for determining whether they have jurisdiction over and can give a notice about income management for an individual.

The FRC may issue an income management notice about the individual, or the individual's partner, but the delegate may determine that this individual is NOT an eligible recipient of either a category P or category R welfare payment at the time the notice is received by the delegate. The notice may sit as a 'pending notice' and the delegate must action the notice if the individual subsequently becomes an eligible recipient and if the notice is still a valid notice.
