Qualification criteria

To qualify for CrP as a humanitarian entrant, a person must meet ALL of the criteria listed in the following table. If more detail about a criterion is required, the second column indicates where you will find this. Examples of when CrP is or is not payable are provided in 3.7.4.65.

Holder of a qualifying humanitarian visa

A person must be the holder of one of the following visa subclasses:

  • subclass 200 - Refugee,
  • subclass 201 - In-country special humanitarian,
  • subclass 202 - Global humanitarian (special humanitarian programme - SHP),
  • subclass 203 - Emergency rescue,
  • subclass 204 - Woman at risk.

Claim within 7 days

A person must lodge a claim for a CrP within 7 days of their first arrival in Australia on their humanitarian visa. The 7 days commences from the day after their arrival in Australia.

Arrive in Australia on or after 1 January 2008

A person must have arrived in Australia as the holder of a qualifying humanitarian visa on or after 1 January 2008.

Confirmation of circumstances

A person's visa type and their date of arrival in Australia must be verified before payment can be made.

Number of payments allowed

A person cannot be paid a CrP as a humanitarian entrant more than once on the same visa.

Note: A CrP paid under SSAct section 1061JI (humanitarian entrant) is EXCLUDED from the total number of payments that can be claimed in a 12 month period under sections 1061JH (extreme circumstances) and 1061JHA (remaining in home after removal of family member).

Early payment of first instalment

Humanitarian entrants who meet the CrP qualification criteria will be eligible for an early payment of the FIRST instalment of the social security pension or benefit that is payable to them at the MBR. This early payment will be recovered from the person's first instalment.
