3.8.17 ISB - Qualification & Payability

Introduction

This section details the qualification and payability issues for ISB.

A person is qualified to receive an ISB if on a qualification test day they are in receipt of NSA, YA, PP, SA, Austudy or SpB and they are under age pension age on that day.

A person is qualified to receive an ISB if on a qualification test day an amount of ABSTUDY living allowance or farm household allowance is payable to the person for a period including the qualification test day. If the person is qualified based on being payable for ABSTUDY living allowance, they must be under age pension age on the test day.

The ISB may also be payable to eligible students receiving assistance under veterans' entitlement schemes (VCES and MRCA Education and Training Scheme), DVA is responsible for the administration of the ISB to these recipients.

Recipients do not need to make a claim for the ISB. The ISB was automatically paid to eligible recipients twice a year in equal instalments. The ISB ceased to be paid from 31 December 2016.
