8.7.4.10 People automatically made participants in the Cashless Debit Card Program

Ceduna, East Kimberley & Goldfields

Everyone in the Ceduna (8.7.3.10), East Kimberley (8.7.3.20) and Goldfields (8.7.3.30) program areas (8.7.3) who receives a trigger payment (8.7.2.30) automatically becomes a participant in the Cashless Debit Card Program. In addition to their trigger payments, a number of other income support payments are also deemed 'restrictable payments' (8.7.2.10).

At the date these areas were declared program areas, a person is a program participant if:

  • they receive a trigger payment (a particular income support payment), and
  • their usual place of residence is within a particular program area

unless they have an exemption (8.7.4.15).

Participants remain on the program for the duration of the program.

If a person moves into the program area, after the program has started, and they receive a trigger payment, then they will become a program participant.

If a person moves away from the program area, they remain on the program for the duration of the program.

Bundaberg & Hervey Bay

At the date this area was declared a program area, people who are aged under 36 years, live in the Bundaberg and Hervey Bay program area (8.7.3.40) and receive a trigger payment (8.7.2.30) automatically become participants in the Cashless Debit Card Program, unless they have an exemption (8.7.4.15).

Participants remain on the program for the duration of the program, or until they turn 36 years of age.

If a person moves into the program area, after the program has started, and they receive a trigger payment, then they will become a program participant.

If a person moves away from the program area, they remain on the program for the duration of the program.

Northern Territory

People who are currently on income management in the Northern Territory are not automatically transitioned to the Cashless Debit Card Program. People who are currently on income management in the Northern Territory have the opportunity to transition to the Cashless Debit Card, if they choose to do so.

New participants triggered onto income management (11.1.1.20) will also be provided the choice to transition to the Cashless Debit Card.

Cape York

The Cashless Debit Card does not automatically apply to everyone on a trigger payment (8.7.2.30) in those communities in the Cape York Region (see 8.7.3.60 for list of communities which includes Coen, Hope Vale, Aurukun, Mossman Gorge and Doomadgee as well as associated outstations).

A person is subject to the Cashless Debit Card under the Cape York Measure, if:

  • the individual, or the individual's partner, is an eligible recipient of a category P welfare payment, and
  • the Family Responsibilities Commission has given a valid notice to the delegate requiring that the individual be subject to the income management regime, and
  • the notice has not ended or been revoked or withdrawn, and
  • the individual has a payment nominee, the payment nominee is not a Part 3B excluded payment nominee.

A person will also be subject to the Cashless Debit Card if they have a payment nominee who is subject to the Cape York Measure, and the person is not subject to the Cashless Debit Card Measure in their own right.
