The homeless rate (also known as Young Homeless Allowance (YHA) is not a payment in its own right, it is the higher rate of job search allowance (JSA), sickness allowance (SA) or special benefit payable to a 'homeless person'. The homeless rate is equivalent to the independent rate of payment.

That job search allowance/newstart allowance (JSA/NSA) recipients can have community service orders written into their activity agreements provided that the correctional order activity can be shown to be a measure designed to eliminate or reduce any disadvantage the client faces in terms of their job seeking or employability.

A job search allowance (JSA) recipient whose incapacity end date exceeds the recipient's JSA end date may be posted a newstart allowance (NSA) claim form by the CES. The recipient will be eligible for NSA provided the NSA claim is lodged and the recipient is willing to enter into a Newstart Activity Agreement once the incapacity end date has expired.
