4.6.1.30 CCS - initial payments

  • payment of initial entitlement (1.1.E.30) following a new CCS claim.

Initial CCS payment following new CCS claim

Following an initial determination of eligibility, payment of CCS or ACCS entitlement will be made either to the approved provider (1.1.A.90), or the individual. The payment recipient (1.1.R.07) depends on the timing of the submission of session reports (1.1.S.35) by the approved provider and the individual's claim (1.1.C.27) for CCS.

Two possible scenarios are:

  • the individual makes an effective CCS claim before the approved provider submits any session reports for the child, or
  • the individual makes an effective CCS claim after the approved provider has already submitted session reports.

Example 1: Oscar submits a claim for CCS on 6 September 2018 and is found to be eligible and entitled to CCS. His eligibility to CCS is backdated to 13 August (as this date is not more than 28 days before the claim was made, and it is the first Monday of a CCS fortnight). His son Alex commences child care on 10 September 2018. As no session reports were submitted for Alex before Oscar's effective CCS claim was lodged, Oscar's initial (and subsequent) CCS payments will be paid to the approved provider, once they start submitting session reports for Alex.

Example 2: Charlotte commences at a child care service on 9 July 2018. Her mother, Matilda submits a claim for CCS on 23 August 2018 and is found to be eligible and entitled to CCS. Her eligibility is backdated to 30 July 2018 (as this date is not more than 28 days before the claim was made, and it is the first Monday of a CCS fortnight). Charlotte's approved provider starts to submit session reports from 15 July 2018 (the end of the first week that Charlotte attended care). Matilda's initial CCS payment, for care already reported between 30 July and 23 August 2018, will be paid directly to Matilda (the CCS claimant). For care reported from 23 August onwards, Matilda's CCS entitlement will be paid directly to the approved provider.
