Background
The Disengaged Youth measure is an income management measure introduced in 2010 by the Social Security and Other Legislation (Welfare Reform and Reinstatement of the Racial Discrimination Act) Amendment Act 2010 (the 'Amendment Act'). The NTER income management measure, which applied only in prescribed areas in the Northern Territory, was brought to an end by the Amendment Act, and a new model of income management was established to target groups of people at high risk of social isolation and disengagement, poor financial literacy and participation in risky behaviours. The Disengaged Youth measure is directed at people aged between 15 and 24 years who have been receiving welfare payments for an extended period.
