Article 14 of the Agreement with Cyprus contains embargo provisions discussed in This means that an overpayment of Australian benefit resulting from the grant of Cypriot benefit can be withheld from any arrears resulting from the grant of that benefit. Centrelink International Services is responsible for liaising with Cyprus and arranging this.

Cyprus can similarly ask Australia to withhold from its arrears an amount equal to a Cypriot overpayment and transfer this amount to Cyprus.
