Article 12 of the Agreement with Malta contains the embargo provisions discussed in This means that any overpayment of Australian benefits resulting from the grant of a Maltese benefit can be withheld from any arrears resulting from the grant of that benefit. Centrelink International Services is responsible for liaising with Malta and organising this. The same applies to arrears of Australian benefits and overpayments of Maltese benefits.
