3.5.1.130 Supplementary benefits & employment assistance for PP recipients

Other benefits - PPS recipients

A PPS recipient MAY also qualify for other assistance, if they meet the relevant qualification criteria. The benefits that may be applicable are:

  • rent assistance (1.2.7.10)
  • pharmaceutical allowance (1.2.7.20)
  • telephone allowance (1.2.7.70)
  • crisis payment (1.2.6.30)
  • energy supplement (1.2.12.20)
  • remote area allowance (1.2.7.80)
  • bereavement payment (3.1.5)
  • pensioner concession card (1.2.8.20)
    • Example: During an employment income nil rate period a recipient can keep their PCC.

  • in some cases, a HCC (1.2.8.10)
    • Example: A recipient who has been receiving an income support payment continuously for a period of at least 12 months then ceases to qualify for PPS because of income from employment. The recipient is entitled to a HCC for 6 months from the date of cancellation of payment (however if they have kept their PCC for the employment income nil rate period, they are entitled to a HCC for the balance of the 6 months).

  • pension supplement if over age pension age (1.2.10.10)
  • pension supplement basic amount if under age pension age
  • education entry payment (1.2.7.60)
  • APWS for recipients participating in the following activities; WFD, NWEP or CDP structured activities
  • language, literacy and numeracy training and supplement (1.2.7.110)
  • pensioner education supplement (1.2.7.30)
  • FTB Part A (FA Guide 1.2.1)
  • FTB Part B (FA Guide 1.2.1)
  • child care subsidy (FA Guide 1.2.6)
  • additional child care subsidy (FA Guide 1.2.7)
  • stillborn baby payment (FA Guide 1.2.19).

Other benefits - PPP recipients

A PPP recipient MAY also qualify for other benefits, if they meet the relevant qualification criteria. The benefits that may be applicable are:

  • PhA in some cases (1.2.7.20)
    • Example: A recipient aged over 60 but under age pension age who has been receiving an income support payment for a continuous period of at least 9 months.

  • TAL in some cases (1.2.7.70)
  • crisis payment (1.2.6.30)
  • energy supplement (1.2.12.20)
  • bereavement payment (3.1.5)
  • remote area allowance (1.2.7.80)
  • health care card (1.2.8.10)
    • Example: During an employment income nil rate period a recipient can retain their HCC.

  • in some cases, a PCC (1.2.8.20)
    • Example: A recipient aged over 60 years who has received an income support payment continuously for a period of at least 9 months. If such a recipient is holding a PCC and their payment is cancelled due to the employment of themselves or their partner, the person can retain the PCC for 6 months from the date of cancellation.

  • pension supplement if over age pension age (1.2.10.10)
  • education entry payment (1.2.7.60)
  • APWS for recipients participating in the following activities; WFD, NWEP or CDP structured activities
  • language, literacy and numeracy training and supplement (1.2.7.110)

Employment incentives

PP recipients may receive the following incentives to take up a job:

  • access to working credits
  • payment of certain supplementary benefits during the employment income nil rate period
  • continued use of their HCC or PCC for a certain period, and
  • able to have their payment resumed during the employment income nil rate period if they report a fall in income sufficient for PP to be payable again.
