12.3.4.10 Persons subject to the enhanced income management regime - long-term welfare payment recipient

Persons subject under LWPR

A person will be subject to enhanced income management under the LWPR measure at a particular time (the 'test time') if:

  • the person’s usual place of residence is in the Northern Territory
  • the person is an eligible recipient of a category C welfare payment (12.2.2)
  • the person is at least 25 years old but has not reached pension age
  • the person is not an exempt welfare payment recipient (12.2.4)
  • if the person has a payment nominee, the nominee is subject to the enhanced income management regime or the income management regime, and
  • immediately before the test time, the person was an eligible recipient of a category C welfare payment for at least 52 weeks during the 104 week period ending immediately before the test time.

A person will also be subject to enhanced income management under LWPR if they have a Part 3B payment nominee who is subject to income management or enhanced income management under the LWPR measure. This only applies if the person is not currently subject to an income management measure or enhanced income management measure in their own right (including as a volunteer). The person does not have to meet any of the other eligibility criteria for the LWPR measure.

If a person is subject to the enhanced income management regime under this measure and they move away from the Northern Territory, they will continue to be subject to the enhanced income management regime for 13 weeks, unless they cease to meet the remaining eligibility criteria earlier.

As at 4 September 2023, if a person is subject to the income management regime they can now choose to move to the enhanced income management regime (12.3.1).
