12.3.8.20 Qualified & unqualified portion of welfare payments - supporting people at risk

Qualified & unqualified portion

A person may be subject to enhanced income management under the SPAR measure if, at the test time either the person or the person's partner is an eligible recipient of a category A welfare payment (12.2.2).

Category B welfare payments (which includes category A welfare payments) are income managed under the SPAR measure:

instalments of category B welfare payments (other than instalments of ABSTUDY) are income managed at a rate of 70%, and
lump sums, instalments of ABSTUDY with PES or living allowance and relocation scholarship payments are income managed at a rate of 100%.
