3.6.4.30 CP qualification - higher ADAT score adult is not receiving an Australian Government income support payment
Carer (1.1.C.40) may still qualify
If the person receiving care is a higher ADAT (1.1.A.78) score adult who is not receiving a social security or DVA pension/benefit, their carer may still qualify for CP if the care receiver (1.1.C.20):
- does not qualify for a pension solely because they have insufficient qualifying residence, OR
- meets the care receiver income and assets test.
For the carer to qualify, all other criteria must still be met.

Information required
When a claim for CP is received from a person whose care receiver is a higher ADAT score adult and is NOT receiving income support, information is required about the care receiver's financial circumstances as for any other CP claim.
If the care receiver (and/or any other person included in the care receiver income and assets tests) does not want to provide the information, the claim for CP must be rejected as qualification cannot be established.

Not receiving an Australian Government income support payment
- Care receiver is NOT an Australian resident but does not receive a social security pension solely because of direct deduction of foreign pension (under an Agreement) - in this case the person is nevertheless deemed to be receiving a social security pension and can qualify their carer for CP, providing CP may be granted to another person under an international social security agreement.
- Care receiver is an Australian resident but does not receive a social security pension solely because of insufficient residence (but meets income and assets test for pension) - in this case the person can qualify a carer for CP.
- Care receiver is an Australian resident but does not receive a social security pension solely because of direct deduction of foreign pension (under an Agreement) - in this case the person is nevertheless deemed to be receiving a social security pension and can qualify their carer for CP.
