1.1.V.20 Validation of THP questionnaire (CA (child))

Definition

For the purposes of CA (child), validation of the THP (1.1.T.170) questionnaire is a procedure in which the claimant is required to have the THP questionnaire completed by another qualified THP.

Explanation: In exceptional circumstances a new THP assessment may be requested from another qualified THP, if there are fundamental concerns about the:

  • reliability of the THP report as a whole
  • ability or qualification of the THP to comment on the child, OR
  • impartiality of the THP.

Note: If the THP is a close relative (parent, child, sibling or grandparent) of the carer or care receiver, there may be a conflict of interest because a relative may benefit financially from the THP assessment. Discretion should be exercised in determining whether the Secretary's delegate accepts that the assessment is an accurate reflection of the child's functional ability.
