9.2.6 Visa subclasses 400-439 payment eligibility

Introduction

Note: The information below has been compiled by DSS as a guide only. It only covers residential qualification for social security payments and concessions for the specified visa subclasses. Visa holders must also meet other qualification requirements to receive a payment or concession card.

Visa subclasses and their conditions are the responsibility of the Department of Home Affairs. Please check the Department of Home Affairs website for any updates to visa details.

Notes

Note Explanation
A Subclass 403 visa holders within the PALM stream residentially qualify for:
  • FTB due to a Ministerial determination made under the FAAct section 21(1C)
  • HCC (automatic issue) due to a Ministerial determination made under SSAct section 1061ZN(2).

To be eligible, they must be a PALM worker who has been approved to bring family members to Australia or the family member of such a worker. The partner of the PALM worker may be listed as a dependent on the PALM worker’s HCC.

A NARWP of one year applies to FTB Part A.

B A NARWP (1.1.N.70) of between one and 4 years applies to most concession cards, social security payments, FTB Part A and PLP.

Payments subject to a NARWP are payable only if the person has either served, or is exempt from, the NARWP. Concession cards subject to a NARWP can only be issued if a person has either served, or is exempt from, the NARWP.

C A QRP (1.1.Q.37) of 2 years or 10 years applies to certain social security payments. Holders of permanent residence visas must satisfy this QRP, or be eligible for an exemption, in order to residentially qualify for these payments.

Age and DSP have a 10-year QRP.

PP has a 2 year (104 week) QRP. This QRP is served concurrently with the NARWP where both apply.
